LE GABON ET LA FRANCOPHONIE INSTITUTIONNELLE :‘’L’ÉQUATION DIPLOMATICOSTRATÉGIQUE’’ AU CŒUR DU POUVOIR GABONAIS (1970 – 1990)

Résumé
Cet article a pour objectif d’analyser comment le Gabon s’est hissé au rang d’État leader en Afrique dans un contexte postcolonial où la mise au point d’une organisation multilatérale francophone apte à répondre aux enjeux et défis du continent noir s’est avérée crucial. Après que Léon Mba ait verrouillé l’autonomie diplomatique du pays avec les accords de coopération franco-gabonais signés en 1960, la diplomatie gabonaise prend un tout autre tournant à partir de 1970 avec le président Omar Bongo. L’adhésion du Gabon à l’ACCT en 1970 ouvre le pays quelque peu isolé au monde francophone. Mais le leadership du Gabon dans la construction du multilatéralisme francophone ne concorde pas dans l’immédiat avec les intérêts de Paris. Le maintien du bilatéralisme franco-africain marque durablement la politique africaine de la France. De ce contexte complexe et dynamique naîtra le rêve senghorien d’une organisation francophone sommitale à dimension politique.
Abstract
This article aims to analyze how Gabon rose to the rank of leading state in Africa in a postcolonial context where the development of a French-speaking multilateral organization capable of responding to the issues and challenges of the black continent is taking place. has proven to be crucial. After Léon Mba locked the country’s diplomatic autonomy with the Franco-Gabonese cooperation agreements signed in 1960, Gabonese diplomacy took a completely different turn from 1970 with President Omar Bongo. Gabon’s accession to the ACCT in 1970 opened the somewhat isolated country to the French-speaking world. But Gabon’s leadership in the construction of French-speaking multilateralism does not immediately align with the interests of Paris. The maintenance of Franco-African bilateralism has a lasting impact on France’s African policy. From this complex and dynamic context will be born the Senghorian dream of a top French-speaking organization with a political dimension.
